Ten departments issued the "green low carbon advanced technology demonstration project implementation plan"

Recently, the National Development and Reform Commission and other ten departments jointly issued the "Green and Low-Carbon Advanced Technology Demonstration Project Implementation Plan" (hereinafter referred to as the "Plan"). The plan proposes to lay out a number of projects with leading technology level, outstanding emission reduction effect, coordination of pollution reduction and carbon reduction, and obvious demonstration effect, and defines the key direction, safeguard measures, organization and implementation mode of green and low-carbon advanced technology demonstration project.

To promote carbon neutrality, scientific and technological innovation and technology application are the key support. The promotion and application of green and low-carbon technologies must go through three stages: technology research and development, demonstration and leadership, and large-scale promotion. Public funds pay more attention to front-end technology research and development, and social capital pays more attention to mature technology applications. The intermediate link is still relatively weak.

At present, the application of advanced and applicable green low-carbon technologies is facing problems such as high technical costs, large capital investment, and imperfect support policies. It is urgent to strengthen support and guidance. The implementation of green and low-carbon advanced technology demonstration projects and the layout of a number of demonstration projects with leading technology, outstanding emission reduction effects, obvious demonstration effects, and coordinated pollution reduction and carbon reduction are not only conducive to the application and promotion of advanced and applicable technologies, but also conducive to improving the business model and policy environment supporting the development of green and low-carbon new industries and new business type, and are key measures to promote the formation of competitive advantages of green and low-carbon industries.

The Program divides green and low-carbon advanced technologies into three categories according to carbon reduction at source, carbon reduction in process and carbon sequestration at the end.

One is the source of carbon reduction. China's carbon emissions from energy activities account for more than 80% of the total carbon emissions, which is sufficient for the basic national conditions of coal as the main component. Starting from the requirements of accelerating the green and low-carbon transformation of the energy structure, the Plan proposes four key directions: advanced demonstration of non-fossil energy, clean and efficient development and utilization of fossil energy, demonstration of advanced power grid and energy storage, and demonstration of green hydrogen carbon reduction.

The second is the process of carbon reduction. Industrial production, building operation, transportation, etc. are the main links that consume energy and generate carbon emissions. The Plan proposes key technology categories in the three fields of industry, construction, and transportation, as well as pollution reduction and carbon reduction coordination and low-carbon (Near zero carbon) parks.

Three is the end of the solid carbon class. Carbon dioxide capture, utilization and storage technology (CCUS), as a technology that can achieve deep carbon dioxide emission reduction and resource utilization, is one of the "bottom-covering" technologies that support the realization of carbon neutrality goals. The Program proposes three key directions: full-process large-scale CCUS demonstration, advanced and efficient capture demonstration of carbon dioxide, resource utilization of carbon dioxide and carbon sequestration demonstration.

The Programme proposes three support initiatives. One is financial support. For demonstration projects that are fixed asset investment projects, the existing investment channels within the central budget will be used to actively support eligible demonstration projects, and eligible demonstration project infrastructure construction projects will be included in the scope of local government special bond support. At the same time, all regions are encouraged to strengthen support for the construction of demonstration projects through budgetary investment and other financial funding channels. The second is financial support. Strengthen financial and tax policy support, actively play the role of green financial products such as carbon emission reduction support tools, climate investment and financing, guide financial institutions to provide financial support for eligible projects, and implement the country's first (set) of major technical equipment and other insurance compensation mechanisms. Three is the other elements of security. Strengthen the guarantee of energy-using factors, take the effect of carbon emission reduction as a key consideration in the energy-saving review, strengthen the guarantee of land use factors, and encourage localities to explore flexible land supply methods such as flexible term transfer, long-term lease, first lease and then transfer, and combination of lease and transfer to ensure land demand.

The "Plan" puts forward the division of labor among departments in various key directions and safeguard measures, and clarifies the work requirements for project organization declaration, project selection and promotion, project management, and experience promotion.
