The White Paper on Patent Situation in Petroleum and Chemical Industry released on September 20 is based on an analysis of the situation of patents in China's petroleum and chemical industry and 14 major sub-sectors from 2012 to 2021, combined with industry benchmarking and global benchmarking, highlights problem orientation and development orientation, focuses on development paths, action guidelines and other dimensions, and puts forward eight suggestions for industry intellectual property work.

The first is to strengthen the pertinence of patent layout analysis, identify opportunities and prevent patent risks.

Second, the standard is advanced, improve patent layout skills and writing skills, build new product research and development barriers and production process barriers, and continue to enhance the competitiveness of high-value core patents.

The fourth is to implement the overall protection of patents and technical secrets, and build the competitive advantage of production processes and key additives.

Fifth, strengthen data protection, especially pay close attention to the protection of the rights and interests of relevant data sets and databases formed by the improvement of production automation and the introduction of artificial intelligence and machine learning.

Sixth, actively participate in the formulation of relevant national industry policies and express industry concerns. For example, legislative proposals calling for the application of the Pola exception for pesticides are submitted to national legislatures.
